Who, That, and run-on senteces

Who, at the beginning of a phrase would mean that it refers to a person or people in the sentence.

That, at the beginning of a phrase would mean that it refers to a thing or things in the sentence.

A run-on sentence is a compound sentence that isn't divided(no punctuations). To avoid a run-on sentence you would need a Fanboys (for, and, nor, but, or, yet, so) with a comma, a comma(,), a semi-column(;), or a period to start a new sentence.
